‘PsychSentinel’ –The Best System for Electronic Clinical Risk Management and Assessment

Luc Partoune, directeur général de Liège Airport

Au pays de Liège, il est aussi des gens heureux. La preuve avec le directeur général Luc Partoune à la tête de Liège Airport, une entreprise qui ne cesse d'engranger les succès. C'est que le bilan présenté en une quinzaine d'années est tout simplement exceptionnel. Avec une 10aines de milliers d'emplois nouveaux à la clef et la perspective de doubler ce chiffre à court terme.

De quoi vraiment avoir le sourire

L'une des vraies particularités de Liege Airport est d'avoir misé dés le départ sur le développement du fret (cargo). Il fut d'ailleurs le premier aéroport européen à avoir opéré ce choix stratégique. Un choix pour le moins gagnant puisque l'aéroport liégeois figure à la 7ème place européenne des aéroports de fret et à réussi à créer au total plus de 3.000 emplois dans une région qui en a bien besoin.

Tout n'est pas toujours rose

Le milieu de l'aéronautique belge est en ébullition ces derniers temps. L'organisme de contrôle Belgocontrol en déficit accuse les aéroports wallons d'en être en partie responsables. L'aéroport de Bruxelles voit Charleroi et ses 6 millions de passagers comme une menace et toutes les occasions sont bonnes pour l'attaquer. De son côté, Belgocontrol, actuellement en déficit, tente pour tous les moyens de faire porter le chapeau aux aeroports de Wallonie. Liège Airport récuse évidement l’implication et refuse d’être tenu repsonsable de la mauvaise gestion de Belgocontrol.

Le problème est que Belgocontrol est normalement là pour contrôler le trafic aérien et doit donc être indemnisé suivant un taux unitaire et des redevances d'atterrissage. Toutefois, l’accord de 1989 (régionalisation de la matière aéroportuaire), indique que les aéroports régionaux (à l’époque il n’existe que celui d’Oostende) ne doivent pas payer ces redevances… L’aéroport de Bruxelles, qui est au niveau fédéral, doit par contre payer… des remarques fusent donc une nouvelle fois vers la Wallonie. Dans un rapport envoyé au secrétaire d’État, Luc Partoune et José Happart pensent que le problème budgétaire de Belgocontrol est aussi une erreur de gestion, et de la décision, fédérale « de ne pas indexer, pendant plusieurs années, les redevances à Zaventem, pour venir en aide à Brussels Airlines. » Et que la Wallonie ne doit pas être pénalisée par l’amortissement d’« un bâtiment luxueux implanté en Flandre alors qu’auparavant situé à Bruxelles. ». Un autre débat Wallonie-Flandre-Bruxelles qui n’est pas prêt d’être résolu.

Ne vaudrait il mieux pas que le monde aéronautique belge se concerte et mette en place une stratégie de réflexion commune. Rappelons que les plus grands concurrents ne sont pas belges, il s'agit de Cologne, Luxembourg et Amsterdam. De nombreux points peuvent être améliorés. Par exemple, immatriculer un avion en Belgique prend plus ou moins 4 mois contre 15 jours en Autriche.
